Listening to Jerry ramble on the subject of ET today, he gave reasons why a player may not be signed.

He first said the situation can be competitive and is based on their evaluation and if they want to sign said player.

Next, he said acquiring a player may not be in your control, he said the circumstances or demands might not be something you want to do.

Then says it is being addressed, was addressed the other day but did not work.

Looks to me that they think the poor play was due to mental errors or scheme related with ability to correct mistakes.

Sounds like they think "internal" is the way to go, ultimately adding players too high a price to pay in their view right now!

Circumstances and demands seem to answer the why no ET right now!
