This is not correct. Free agency began in 1993 with the Freeman McNeil case. Reggie White signed with the Packers that year. So did Tim McDonald with the 49ers. All the Cowboys had over Smith was the right of first refusal on a contract, and if a team offered a big enough contract, especially with the cap coming on board the next year, Smith definitely could have been on another team.
