First of all, I'm not sure he's eligibile. If you practice in training camp, you're not allowed on the PUP list, and Ellis did practice at least part of the first day of camp.
Second of all, when you go on the PUP list you can't practice with the team and you can't workout with the team. The only contact you're allowed with the team is receiving treatment from the training staff. So it's not like he can just dress out, ready to go for Week 7. Most likely he's going to need another 2-3 weeks to get back into football shape and adjusted to playing with pads. Which puts you in the Week 9-11 range. Likely, he needs more than that since he hasn't played played competitive football in over a year and is probably extremely rusty ... which means you can pretty much write him off for the season.
Finally, the poster above is right about this mostly being psychological than physical. Mickey said that Ellis has received three clean bills of health from three different doctors, including Andrews who is the world's most renowned sports orthopedic surgeon. The problem with Greg is that he is experiencing some pain and discomfort, which is to be expected, and he's scared to get out on the field and cut loose. This is a hurdle that all players have to go through, no matter what the injury is. When you're recuperating from an ACL injury, eventually the time comes when you have to nut up and start doing some hard cuts on the knee, and that hurdle is more psychological than physical. Its not so much that it takes a year for the leg to "heal", it takes a year for the player to trust it again. Players who brim with a lack of confidence and a general defeatist attitude probably take longer to clear that hurdle than others.
