McClay took on a larger role last year and has been moving to the lead personnel guy role.
This isn't a shock.

McClay has had a say in our collegiate scouting for longer than has been intimated.

Now he simply owns the board itself.

Frankly I have seen things go very well that McClay handles so am encouraged about this.

Ciskowski has been here since BP and drafting has been uneven.

Ciskowski has been in a Dallas since 1992

well he coached in Arena league

As coach:

Detroit Drive (SP) (1993)
Milwaukee Mustangs (DC) (1995)
Florida Bobcats (DC) (1996)
Anaheim Piranhas (DC) (1997)
Grand Rapids Rampage (ASST) (1998)
Grand Rapids Rampage (1999)
Dallas Desperados (DC) (2002–2003)
Dallas Desperados (2004–2008

and we all know how stellar of a team that Jacksonville has
Are you implying McClay's ability to evaluate potential talent is limited to Arena Football level players only?

What I can see is McClay getting a GM job elsewhere soon

I think he gets the job here with Jerry moves on ....

He's very young in his personnel career for a GM job but his star is really rising.

So they hired Jason?

Besides having any authority to make a personnel decision or hiring or firing a coach and having to report to people higher up in the football operations, they are just like GMs.

The similarities are uncanny.

Whoever is in charge of evaluating pro personnel has the easiest job in the NFL. With no cap room and all this restructuring being done. There is no room to sign any players.
