He did when he first got to Washington. He found ways to make avg to good players better and in getting those who could on the field somehow. He invented the Hback/Fback out of necessity. I think great coaches take avg to good players and make them better with great coaching and putting players in position to suit their strengths and weaknesses. Gibbs wasn't a system coach. Go back and look at those first 2-3 rosters and what he did with them.

Hate the Commanders but I'm a big admirer of Gibbs. Most everything he touches does very well.
