Really because the criticisms that I've read is that he has improved against the run and keeping contain but still needs work.
I'm aware of how his career has gone. He absolutely dominated as a sophomore so every DC he faced schemed around him. Charles Haley used to have similar sack numbers in the glory years for much the same reason. Jeffcoat is to Haley as Washington and Vonn are to Bosa. They feasted on the single teams the elite player provided them.
I saw a common theme of teams trying to use the back to chip and end up sending 3 guys at him. Even the vaunted MSU game where everyone likes to wave their hands they did it. His motor never stops. He's a very aware player that reacts instantly to what is being done to him.
So anyway what does 'elite edge rush ability' even mean? His first step is 3 yards upfield off the line. He has the power when he gets his hand inside to rock OT and the savviness to exploit it. He can rip, club, and swim naturally in the course of his rush. He's only 20 years old.

Sorry, but I do not see it. Not at #4 overall. I have watched all of his draftbreakdown.com games. I see a strong run defender, with strong arms, who does not get moved off the ball, and is aware. He also has a good inside pass rush move and disengages well. HOWEVER, I see virtually no edge rush ability. He can get past the tackle. But CANNOT BEND AND CLOSE to the quarterback. Rather, he gets pushed past the pocket time and time again. This is when he is NOT double teamed. AND, AND it is against the RIGHT tackle because he plays LDE. You do not spend the #4 overall pick on this type of player IMO. He is Chris Long/Greg Ellis 2.0.
