yeah i think the "skill" is believing Dak could be a NFL QB
the luck is that he did it WAY faster than anyone would imagine

The luck is in him being availabile with the comp pick in Rd 4

He was basically a throw away QB pick because we needed a developmental project at QB and the team figured they had little to lose with the comp pick in Rd 4

If the team had the slightest idea that he would develop into s franchise QB they would have picked him up way way earlier

Despite all the great things they saw in Dak, it needs to be remembered that the Cowboys, like 31 other NFL teams, were very well aware that Dak wasn't playing in the pro offense at Miss. St.

The reason the Cowboy's staff put a 4th round grade on Dak lower than Goff or Lynch or Cook is that they figured Dak was a project pick that would take 2-3 seasons of coaching up in order to develop into a viable NFL QB, starter OR backup. NOBODY could have predicted he would pick up the NFL pro style offense as fast as he did when he never ran it in college.

As the article shows though, the Cowboy's coaching staff quickly noticed how football smart Dak is and how cool he is under pressure.

The reality is this is why you should make a practice of drafting a QB every couple of years with some upside at some point, any point, during the draft. Yes, you'll have plenty of throwaways, but the reward for hitting just once is too rich to completely ignore like the Cowboys did for so long. You can't win the jackpot if you don't even buy a lottery ticket to begin with.
