We can absolutely draft them. We could make 10 first round picks and it would not affect the cap until they are SIGNED (which has traditionally occurred in late July/August).

The only draft-related cap issue is signing the UDFAs, which still should not be a huge issue because only the top 51 salaries affect the cap.
