Looked to me like he was trying to slip through the blockers, but ended up hitting the lineman's leg with his elbow. I don't think he lunged at his thighs. He lunged at the gap between the blockers, but gaps change.

Regardless of his intent, he lunged and hit the player below the waist which fits the definition of a low block. Even if he was not intending to do so it is still what happened.
