Regardless of his intent, he lunged and hit the player below the waist which fits the definition of a low block. Even if he was not intending to do so it is still what happened.

I'm not disagreeing with that, just with your interpretation that he lunged at the blocker's thighs. He did not. He lunged at the gap between the blockers, but blockers move and Overshown ended up hitting one low instead of the gap. The call was correct, just not the interpretation of what Overshown was trying to do. The replay makes it clear that he was trying to split the blockers.
