The Head Coach is still in training. Once he has timeout usage down, then Jerry might let him work on matter such as this.

Next time Jerry makes a coaching move will be when Romo retires. The next foreseeable future with Romo here the coaching staff should remain intact as far as I can see. I can't see a point of changing the system at this stage of Romo's career.
