Actually those would both be stupid hires.
Why would you hire the guy to be your asst who was your owner's first choice for YOUR job???That would incredibly daft of those coaches.
I'm going on merits alone. If Garrett was available as an OC, for whatever reason ( he got caught screwing Jerry's wife or something ), after he turned down both of those jobs ( yes, bizarro world scenario ), those coaches would have bent over backwards to get him in their staffs.
He made that good enough impression on those franchises.
Usually you need ties to the coach or you need a defensive coach who has no offensive plan whatsoever.
That's exactly what the Ravens and Falcons hired in Harbaugh ( special team coach ) and Smith ( d-coordinator ) last year after JG turned them down.
JG in Raiderland or Detroit as OC makes sense and may still happen. If JG doesn't care about the money difference he could get Jerry to allow him to pursue those openings.
I doubt that's going to happen. JG is not going to give up the supposedly 9 million dollars left in his contract just to get away from Dallas. Especially to go to the Raiders.
