It's not an excuse...it is what it is. If there were no salary cap, I would almost bet my house that Jerry would get the best of the best...but he can't. If you think that is an excuse that might be because you don't remember what the NFL was like without a salary cap.

The Cowboys lost Ron Stone, who turned out to be a very good player because of the cap.
In addition Step was lost due to the cap as was Gogan.
