The Steelers are an interesting team and fanbase, very unlike Dallas'.
The Cowher era has at first had a great defense, quality running game and crappy QBs (Brister, O'Donnell, Stewart). It's a shame for their SB chances that the defenses' decline coincided with better QB play.
There is a reason for the decline though, for years the Steelers were one of the only 3-4 teams so they could take the DEs, NTs, and OLB later in the draft because they were only competing with a few teams for the services of players who didn't meet the schemes of most defenses. Now that the 3-4 is under a resurgence, their ability to pluck quality late rounders has suffered.
You also have to remember that the Rooney family doesn't have the financial means of most of the other owners. They can't throw money around like the Joneses and Snyders of the NFL. The Steelers aren't just a high priced hobby for them, they can't afford empty seats and they need to be competitive every year just to fill the stadium, witness the small market status and the Pirates not selling out a home game seven once.
Their fanbase seems satisfied with being "pretty good". They have it all over their rivals. Philadelphia was on a streak of "pretty good" but their rivals could always point to their own Lombardis and mock them. Only the Ravens have one in their division and even most Ravens fans admit to the flukiness of the one season wonders.
