No. Because it's a team game.So if a QB plays for a team ten or so seasons, was a high draft pick and never wins a SB, does that mean he was a Bust?

No. A ton of excellent QBs never won a ring. Especially in days before Free agency started. I always thought Archie Manning was way better than all the teams he played for. Dandy Don Meredith deserved better. The old Baltimore Colts QB Bert Jones was really good but never had playoff success.
And a lot of average to above avg QBs have rings because they were part of an outstanding team. Guys like Phil Simms, Jeff Hostetler, Jim Plunkett, Mark Rypien, Joe Thiessman, Trent Dilfer, Brad Johnson and more recently Nick Foles were not anything more than above average QBs IMO.
Winning a SB is certainly a great accomplishment for any QB. But it’s not everything.
The problem with Joe Theismann was he was a flash in the pan. He was not able to maintain any consistency. He was good in 82 and 83 but he became very mistake prone by 84 and had the terrible leg break which pretty much ended his career.Theisman played in 2 super Bowls and If I remember correctly led his team to the nfl scoring record for most points in a season. The guy that led his offense to more points than any team in the history of the nfl at that time was avg?
Dilfer and Johnson.... they had decent defenses. Comparing anything from the 90s and before to today is just foolish imo.
You could add Moon, Fouts, & Tarkenton to that list as well.Ask Dan Marino and Jim Kelly
