The Ford dealership had fired him but he was such a big fan of Ford that he worked as a spy for them at no charge. They could not pay him because that would implicate him legally which would mean that Ford was breaking the law. Ford would face severe penalties if caught but that tiny shred of info the car salesman might provide was worth the chance of billions in fines.

It never occurred to Ford to put a spy in Chevy's front office where there were no explicitly defined laws against it and where the spy could obtain info with actual value like new model designs, ect..

Fish is a professional loiterer taking advantage of a demented Jerry Jones. A few years ago, Fish would have been hauled out face first by security.
