Smith's first season was a redshirt year, as everyone clearly knows. What's lost in that fact is what it means based on the Collective Bargaining Agreement. Having spent the entirety of 2016 on the Non-Football Injury list, there were no games in which he was active and, as such, he didn't accrue a season towards his career. This means, contractually, Smith isn't actually entering the third year of his rookie deal.
He's only entering his second season, as dictated by the CBA. This means following his initial contract expiration following the 2019 season, he won't hit the unrestricted free market.
Instead, he'll find himself sitting in the very seat just recently vacated by defensive lineman David Irving. Smith will be a restricted free agent whom the Cowboys will then need to tender accordingly, be it with a first-round, second-round or original-round designation. The latter would be redundant in this case, considering Smith's original round is the second round itself. That means, like Irving -- who received a second-round tender -- Smith would then be able to negotiate with other NFL clubs and should he receive an offer, the Cowboys' right of first refusal gives them the option to match or beat the opposing team's offer sheet; keeping Smith with the Cowboys in 2020 at a pay rate much lower than what he'd warrant on an unrestricted contract extension.
