Depth. I'm sure they know what they want to do with 1 Hooker or Kazee, but can't wait until afterwards to sign depth. Plus he's not signed yet just bringing him in

I don't know. The team needs camp bodies and depth players to make it through an entire season. Most of the time a team's secondary is in the hospital around play off time. Probably need all the players they can sign.
