While I’d agree on the most part with your first two sentences , I’m not sure where the last one came from. Don’t recall anyone ever from Cowboys organization or even media and fans arguing or stating this was the intent .The standard for the ROH has been lowered to the point where, if a player had a semi-decent career and Jerry can take credit for drafting him, he's in.
The ROH has become more of a tribute to Jerry Jones's prowess as a GM than a celebration of the greatest Dallas Cowboys in history.
The ROH was supposed to be even more exclusive than the HOF.

And the fact the first two inductees with Meredith and Perkins in ROH were not ever even on a hot list for HOF would surely refute this intention was in play by the Cowboys.
