This shows that Jerry isn't viewing the 2018 Cowboys as a team that was only one game away from missing the playoffs in a year with a very weak NFCE...

...or even that they were 3 games away from being at home in the Divisional round.

He's viewing them as a team that was only a TD away from the NFCCG.

Listen closely for Jerry to say that when he is on the Fan this week. "Ah, uh, ah, well we were, if you will, a TD away from the NFC Championship game and we like what we have going forward!"

It's possible that Garrett just wants to constantly have that scapegoat. He probably thinks we can do one more year with Linehan and if he struggles, then they can fire him after the 2019 season and they can then use that as an excuse to bring Garrett back in 2020.
