1. Japan shifted 8 feet.
2. Japan has sunk as well. Some of the water is staying. New Rivers in Japan.
3. The earth's axis has shifted. We speed up 1/26th of second or something. The day is that much shorter?

The the earths surface sits on "plates" that "float on the mantel. Over time they drifted apart and in a few Million years Tokyo will be a suburb on LA.
