Not sure they could, but then again I don't understand the challenge rules at all either. Who decided that wasn't at least worth an under the hood review? Same as Pittsburgh's second TD yesterday.

Since it was ruled incomplete the Bengals would have had to challenge it. They chose not to.

Had it been ruled a TD, then it would automatically be subject to review (like all scoring plays or turnovers are).
