So let me get this straight, the Texans now have no QB and no 2nd rounder in 2018 but they are going to risk letting Romo get to FA where he could sign with anyone?

That sounds like a really dumb strategy to me.
Romo would likely favor Denver over them anyways

The money leftover on June 2 would be to sign our draft class. So we would be signing free agents now, knowing that.
the 2m in difference now isn't a big deal.
the benefit would have been had they used the additional 9 mil by agreeing to deals with say Mo/Carr/TWill that were signed June 2nd.
guys in town anyway who wouldn't go anywhere and just wait a few months on their money.

risk in that approach is other teams have months to bid you up or outbid you.
