The hit definitely wasn't late. Garrett was there within inches of Rudolph releasing the ball. Whether Garrett saw the ball come out or not is the debatable part because Rudolph appeared to quickly sidearm it around Garrett's head to avoid the sack. So Garrett held on and took him to the ground which, being there within one step, is a legal play. Watch the 2 replays starting at 1:25, particularly the 2nd replay they show. You actually see Garrett about to throw a punch and then instead just go for the helmet before Rudolph goes chasing him as he's being restrained by a peacemaker.
