I've never cared for the Ultimates and don't know too much about it.

It makes perfect sense Hulk could lift the hammer if that is true.

Good question. Using @stasheroo 's info, I would guess the hammer has technological safeguards to prevent practically anyone from wielding it. That is, anyone whose strength had not been augmented by enough gamma radiation to kill tens, if not hundreds, of people, and lived.

More reason to watch the movie. It will wait until I have finished watching The Umbrella Academy first though.
