Well yeah he’s small but that’s not true. He’s very strong against the run one of his plus’s. Walter used to be so accurate now they get the height and weight wrong. All of the draft coverage with the pick indicated his length, activity, and power all made him a plus run defender.Not only that, a 280 lb 3T, and according to Walter Football he's weak against the run.

If they resigned Lewis to be a FS then yeah. I think they want multiple guys they can move around and they feel more comfortable (IMO) with Lewis playing outside corner if injuries got there. Lewis’s signing was more based on covering their butts, not stopping them from taking another DB.
