And that's how it should be. You shouldn't overturn the completion just because the official didn't signal the force-out when he knew that, if the review shows that the receiver didn't get both feet in, it was because the receiver was forced out.

We're in agreement on just about everything. Except the superfluous part...
If the ref rules a force-out, he doesn't have to rule it a catch, and vice versa. If he were to rule it a force-out from the beginning, then it wouldn't be reviewable, and it wouldn't matter if he actually ruled it a catch or not. Why not just rule it a force out and screw ruling it a catch? Who cares?
And I don't think you have to make all judgment calls reviewable, but this is such an easy judgment call to make with the benefit or instant replay. The last two catches TO made that should have been ruled a force-out coule have been made easily.
