Problem is whites and hispanics youth wear the saggy pants as well. If does not say black kids it says saggy pants.

It has a disproportionate impact on black kids. I don't doubt that there are some whites and hispanics who also wear do-rags. But when malls adopt dress-codes that ban them, I have no doubt about the identity of the targetted group. The rule is made all the more insideous because it is camouflaged with this kind of plausible deniability.

Really? Is there evidence that women will not be allowed on a bus if they're showing cleavage? I don't live in the Fort Worth area, so I don't know. Do you?

Even in the case with Saggy Pants they are not asking you to change just pull your pants up.

The pull the pants up it is that simple, as far as the number of whites vs blacks who wear saggy pants I could careless. I guess we could make any thing about race if we choose to but the bottom line white, black or hispanic if you are wearing baggy pants pull them up if you expect to ride the bus. Not hard to understand

Depends on where you are and how much nudity. In Texas, women are allowed to go topless in some public areas. There may be local ordinances that supersede the State statutes.
