Can you cut a player who is injured?
Yes.

I can't see us going to the trouble to sign Waters and pay him big bucks with the expectation that he is signed to be a backup.
Yes if they settle on an injury settlement.
I thought he would be too, yet he is still on the roster. Why is that?
You've got to be kidding, Waters starts in the Giants game. He'll have to earn a starting job at this point. If he is as good as we hope then maybe he's starting by week three.
What has changed to make Arkin not even worthy to be a back-up?
What has changed to make you think he will get any playing time this year?. Maybe he will turn out to be worth the roster spot we have used on him and the draft pick we invested in him. Hopefully so, but so far the smart money is probably betting against him..... Especially with Jerry beating the bushes to find a guard.
There's a 99% chance that we will sign a FA or make a trade by the Giants game. Cowboys aren't going to go into the season with Leary starting and no backup. Arkin's not a viable backup and they know it.
Could we give up a late round pick and pry someone loose?

There are certainly serviceable players who will slip through the cracks and if our team is in as much a panic to get a guard as they seem to be, those guys would undoubtedly be better than what we currently have.
Now, can our pro personnel department actually identify who these guys are and get them in here? Given our track record with offensive linemen, I doubt it.
