That's why it was a penalty. 68 was guilty of illegal touching.70 was announced , not 68 .

Decker tries to report, and is told by the refs that 70 has already reported and, therefore he could not report, because to players cannot report as eligible on the same play. 70 reported first, and the crazy thing is, he didn’t have to. But because he did, it eliminated Decker from being able to report.No.
