Weed and alcohol are banned in competition for H&S reasons. You can't have high or drunk players playing a sport where split second reactions are the difference between being ok and paralysis.

I'm not familiar with what exactly NFL bans out of competition, but WADA doesn't ban weed or alcohol out of competition for football. NFL is generally a lot less strict than WADA.

Two questions :

1. Is he banned due to a failed in competition test from last season?

2. What was he banned for?

Generally speaking anti-doping agencies are not permitted to publicise the reasons for a failed test without the players permission. Not sure if NFL does same, but if so, then how do we know why he failed?
You are right.......the NFL can't condone usage even if it is legal...here is an excerpt from the Drug Policy

Substance abuse can lead to on the field injuries, to alienation of the fans, to diminished job
performance, and to personal hardship. The deaths of several NFL Players have demonstrated the
potentially tragic consequences of substance abuse. NFL Players should not by their conduct
suggest that substance abuse is either acceptable or safe.

The primary purpose of this Policy is to assist Players who misuse Substances of Abuse. As a
result, the implementation and application of the terms of this Policy should first be directed toward
ensuring evaluation and treatment. Nevertheless, as a part of the overall program, Players who
violate the law or do not comply with the requirements of the Policy will be subject to appropriate
discipline. An important principle of this Policy is that a Player will be held responsible for
whatever goes into his body.

...But that extra time away from football and it’s pressures could be a blessing in disguise. According to one longtime NFL insider, sources close to Gregory say he’s already made some significant changes in his life.

“…those who know Gregory insist he has been clean for more than four months and is doing as well as he has in recent memory,” wrote Adam Schefter on ESPN.com recently. “He has changed his attitude and priorities, added weight, worked out regularly and impressed the people around him, who believe he has turned a corner in his personal life. They acknowledge that there still is work to do, and it always will be a battle, but…they believe he can be a significant factor for the Cowboys once he is allowed to return to football.”

Due to his draft status, the Cowboys will certainly give Gregory another shot at redemption. But even Jerry jones, Dallas’ gregarious and fiercely loyal owner and general manager, has his limits. And the young pass rusher has been burning through his second chances at an alarming rate...
