Yes but they expect some of their previous draft picks to step up, hence Steven's comments on player development. They believe Hoffman can be a starting center, etc. We will see how it turns out, but, other teams also use this strategy with their players. The difference is the Cowboys hate signing expensive free agents due to dead cap money. The problem is they overpay their own players and end up having dead money anyway. If they could stop overpaying their own players and occasionally sign a quality free agent, their team would do better in the long run. Some minor philosophical changes will help wonders.
