When Philly does it, both of the players in the backfield actually shove their QB forward. It's the shoving aspect that is the concern.If other QBs could squat as much as Hurts they would all be doing it. The reason Philly has such a high success rate is due to Hurts lower body strength compared to other QBs in the league.

The rule change allowing the ball carrier to be pushed happened in 2006. The NFL has never felt compelled to allow the defense to do the same. The rule change proposal does not disallow the ball carrier to be pushed, except in the manner the Eagles do it. The “scrum” which happens frequently and will happen more frequently going forward is something the owners want to be part of the game.It’s still a rule, but never enforced. If an offensive player can be pushed into other players, then defensive players should be allowed to do the same. Put three guys head up on the center of a field goal and BLAST his A into the kicker. .
I agree. They practice it and is important to them. If they banned the pushing, they would still do well with it imo. I have little doubt without the shoving that Hurts would still have a high success rate because of his lower-body strength.

The proposal names the player taking the snap cannot be pushed. Nothing about behind the line of scrimmage. And the scrum does happen often, and will happen more as rushing the ball returns to being in vogue. Prior to the 2006 season pushing the ball carrier never happened as it was against the rules. Anyway...no one complains about the lineman reinforcing their ball carrier downfield because it doesn't happen a lot, and it is not threatening changing the game significantly like if teams get super efficient at the tush push.
Just use the simple wording of 'behind the line of scrimmage'...it solves everything easily.
