I'd guess this has more to do with keeping Ball on the team than anything else. Since the CBA requires that a team that takes a player from another team's practice squad must be on the acquiring team's 53-man roster for at least three weeks, this is the last week that practice squads may be raided.

In particular, a team that had a player who suffered an injury last week could put that player on IR and pick up Ball. Next week no one can acquire Ball.

Incidentally, we picked up Junior Glymph in week 15 a couple years ago from Atlanta's PS.

I'm pretty certain that's not true. The CBA says they can be signed "at any time during the League Year." I doubt the three-game rule would apply if there are fewer than three games remaining.

CBA Practice Squad

Read Section 5. I guess it's open to interpretation, but what I posted above is what I recall BP saying in a presser from 2005 or 2006. I suppose I could be remembering it wrong.

Anyways, I wonder if the active roster thing in Section 5 extends to the following season. That would make it awfully hard to sign a practice squad player from another team in the last two weeks of the season.

I've read it, and I read it again before I posted. I'm just not sure the three-week rule applies in the final two weeks of the season -- unless it carries over to the next season. And it should be noted that if the team is in the playoffs, those weeks count, too, so playoff teams definitely can "raid" practice squads in the final two weeks.

Assumed you had, just giving a reference for completeness.

I thought the point of signing PS towards the end of the season was to have them signed to the roster for the following offseason. Otherwise, PS players can revert to their team's expanded offseason roster, right? If the three week rule is not enforced, then the acquiring team could avoid the roster penalty for two weeks by just waiting until week 17 to sign the player.
