You are going under the assumption that Jimmy is telling the truth and Jerry is lying about his role. I have read numerous articles that it was Jerry who closed the trade to obtain Hailey, if he was GM in name only why is he negotiating trades etc? With Jerry's ego it is hard to believe he bought the franchise and just sat around watching Jimmy do his thing. Like I said before the truth is probably some where in between the way they both remember things working.

lets assume, for a minute, that you are correct
jimmy and jerry did it together

moving on

16 years later, we have jerry's track record doing it by himself ("with input from others")
if you are the owner, does he remain your GM?

simple yes or no

so, while the truth may be somewhere in the middle for the early 90's, it is certainly not somewhere in the middle since then
