If the defender causes the quarterback to fumble the ball. Put the quarterback does not go to the ground it is not a sack . That’s what I’m understanding

Why was that not a sack? He fell behind the line of scrimmage from contact with Parsons.

Exactly. The last may person to touch yiu before you go down gets the tackle.

It was Parsons' tackle but was not a sack because Goff had begun to rush. At that point he becomes a runner and even though he didn't make the line of scrimmage it was a rush for negative yards just like can happen with a running back.

Unless it was a designed run that shouldn't have mattered. A scrambling qb does not keep a guy from getting a sack. That should be changed when looked at by the league.
