This is a business - they still have not cut TO yet - would they eat $5M In cap room to screw TO and retain his rights? Then they trade him - get a 3rd round pick? Heck we left $5M Cap unspent past 2 years. Its a minirity % but would really screw TO and being a FA.

Do the June 1st cut rules still apply? Would that apply to TO if they cut him in June if they can't trade him? Still further screwing TO.

if TO is due a roster bonus soon, he won't be an Eagle much longer, the Eagles are waiting it out, hoping to construct a trade before they have to release him...
