It wouldn't necessarily mean that. As for what type of CB you get, if it's to get a 4th CB, that would be the dumbest trade the Cowboys could make. Similar to the Skins TJ Duckett trade from last year.
If there's a trade to be had, then you trade what you have a glut of for more depth at a position you're short. So where are the 'boys flush w/depth? Surely not DL, no matter what people think.
