Player acquisition happens throughout the whole entire season. It's a year round process. No team is ever done with free agency. Ever. So why look at Stephen's comment as if it's a surprise or a promise?

It's simple math. They have one roster spot open now, just one. That means they can sign 1 more player. If they sign 2, they would have to cut 1. They currently have a good roster. They aren't going to sign a player that they don't currently need.
