Yeah he might have reported as eligible but the ref didn't hear it so the Cowboys had no way of knowing, and even if he did he was still ineligible because of the formation.

Decker on first TD was an ineligible receiver downfield because the Cowboys didn't have them covered, so my understnading is that he was ineligible because of this
