For the TV viewing and the noise. A lot has to do with the broadcast too. And a lot is each persons perception.
The TV broadcast crew are on an enclosed booth. I don't think the window can be opened, not sure.
So if the sound comes through their broadcast in the booth, it will be muffled somewhat.
But what one hears as loud, another hears as low. Same for at the stadium. Remember this stadium is built for the noise to filter down to the field making it louder at field level and allowing the fans in the upper sections not hear the noise as much. So you can hear the next person talk if they are talking loudly.
So therefore somes perceptions of not being loud is based on hearing noise around them too.
I always take it with a grain of salt when people say the crowd sucks.
