But Cleveland is $38 million over the CAP already. Trading Garrett would at $16 million to their problem. They can save some CAP space by restructuring Watson but that seems like throwing good money after bad. Looking at the rest of that team's contracts they don't have many contracts they can dump to get rid of their CAP problem.
