Defensive coordinator would be considered a step up for Bowles so I'd imagine they'd allow him out of the contract.

Under contract means just that, you are obligated to that team unless by mutual agreement the team allows someone to leave and void the contract for a better deal.
Miami allowed Bowles to interview for the HC job. He was not a Coordinator there despite the AHC title. If Miami agrees it is a good opportunity for him they will probably let him go.
Teams do compromise with each other quite often as evidenced by these 2 teams in recent years. It is actually very rare that a team says an outright no like we apparently did with Herring. Garrett must want him to stay.
