I don't know exactly how much (my guess would be short of formal GM duties and status, but it has to include at least a strong voice in personnel acquisition and FO direction).
Being part of that three-headed post-Parcells, pre-Belichick troika of Kraft, Pete and Booby Grier soured Carroll, and understandably so.

What exactly did he do to lose the Patriots?LaTunaNostra;1280154 said:He was axed after one 6-10 season with the Jets. So Mr Hess could hire the immortal Rich Kotite.
It took Parcells to straighten that mess out, but you are right, Pete got a bum deal in NY. A one year bum deal.
In NE, however, he took over a well-disciplined handpicked Parcells team that was flush off a Super Bowl, and in three years ran it into the ground with laissez faire laidbackism. Just lost his team, flat out.
Nice guy, tho, and I'm sure he learned a LOT in that NFL experience.
