It depends on what is meant by "greater"... I certainly hope no one here is dumb enough to think passer rating and "all-time" belong in the same sentence. Roger Staubach retired with a passer rating of "just" 83... and that was good enough for #1 all-time in the history of the NFL.

Well completion % is a reliable stat for qb's. Roger was 57% for his career (regular season).

No, not really. Roger's 57% was good enough for 6th all-time when he retired. Fellow Hall of Famer Ken Stabler was the all-time leader at that point with 60%.

Fast forward to today, and Jay Cutler has a career completion percentage of 62%, 5% better than Staubach. Roger has plummeted to a tie for 88th on the all-time list.
