Don't get me wrong, I'm a huge fan of the band, though I wish Anderson would dress with a bit more coverage, when playing live.I guess it depends on one's interpretation of "heavy metal". Or what defines heavy metal? To me, heavy metal with its many sub-genres incorporates guitar distortion, emphatic percussion, a heavy bass melody to name some. No Lullaby has all of those. With the addition flute, organ, and numerous time signature changes; it lends itself to what I would consider prog heavy metal. But this only applies to a few Tull songs. They cross many genres. All IMHO, of course.
I just don't think they quite cross the line to heavy metal.
