If you believe multiple NFL reports, yes they are. Teams that have called Philly have basically not even made counter offers because Philly's asking price is so high.
If the value you put in a player is so astronomically high, you run the risk of just turning teams off and they move onto other options. Maybe the Bears say Philly is being ridiculous and move onto Darnold. Or maybe they say shoot, if Philly wants two first rounders, why not just offer a similar package to Houston for Watson?
It's all part of negotiations. I have done negotiations for insurance claims and as a contractor with sub contractors, suppliers, etc. for years. Negotiation techniques are pretty much the same anywhere you go or whatever is involved, be it people, salaries, supplies or whatever.
What do you think, NFL owners, gms, etc. are timid little kids who are too ignorant to study negotiations?
To use your example, if you're asking $750,000 for a house that's only worth $400,000, I'll just give you a counter offer for $250,000. Costs nothing to make an offer and you let the seller know that he's being ridiculous, so I can be ridiculous as well.
Teams aren't "scared off" or "turned off" just because a demand is too much.
They evaluate the player and decide what they will pay for them. If they can get him, fine, they'll do the deal, if not, they won't.
It's as simple as that....
