It won't be Romo as he never went on IR. It won't be McFadden nor Smith who are not on IR.

Excluding the IR players they reach injury settlements with I believe. Also, the players had to have been on the 53-man roster at the start of the season. Not sure if players signed after that and later IR'ed would be eligible but I know that if a player is IR'ed during training camp or pre-season before the final 53-man roster is set, they are not eligible to return.Not anymore.
