The only people who consider Romo in this category are Cowboys fans.

Not true. Smart football fans in general who are actually familiar with his body of work also agree. Phil Simms, who I don't think anyone would accuse of being a Cowboys fan, said this way back in 2012 (before Romo's 2014 MVP worthy performance):

Said Simms: “Tony Romo is a Super Bowl quarterback. He carries his end out. The question is can his Dallas Cowboys teammates do it? I feel strong about it. He’s very talented. He can do anything you want on the football field. He takes, many times, situations that are meant to fail and he can still have success with them. So, to me he has everything as far as on the field. Yeah, sometimes maybe I wish he was a little more vocal, stood up and maybe made a stance with the team, but that’s not who he is. But the player? I have no complaints [about] what I see on the field.”
And if you are one of those who thinks Romo needs to go …
Said Simms: “That’s ridiculous. People that say, ‘Yeah, go get another quarterback,’ I mean, I don’t know what to say. I don’t want to be too strong but they’re stupid. It’s just that plain and simple. I watch him and I watch him closely. Even this preseason I saw him do some things and went, ‘Wow.’ It reminded me one more time how gifted he is.”

I barely watch games on CBS because Phil Simms is such an awful color guy. So I can't say I respect his opinion that much, but whatever.

Ask NFL players what they think of Romo. You would be surprised at the praise.
