Whose idea to wave white towels?

I know this started a few years ago, but who chose white when blue couldve been used instead? I honestly dont care for them waving towels, let the stealers have that, but if you have to then wave blue instead of white.

I guess occasionally they do because I have a dark blue towel that has the 50 logo on it handed out at a game back in 2010.
